BOTH DEPARTMENTAL AND GDS EMPLOYEES ARE BEING CHEATED ONCE AGAIN BY POSTAL JCA (NFPE-FNPO) AS USUAL.

THIS IS THE FIFTH TIME POSTAL JCA WITHDREW THE STRIKE WITHOUT SINGLE ACHIEVEMENT  .................

POSTAL JCA PLAYED CHEAP TRICKS BY REQUESTING THE DEPARTMENT TO REFER GDS ISSUE THIRD TIME TO DEPARTMENT OF EXPENDITURE TO PREVENT APPOINTMENT OF JUDICIAL COMMITTEE.

History repeats. Postal JCA deferred the proposed indefinite strike of 6th May, 2015 without any achievement by cheating both the departmental and GDS employees once again.

The announcement of indefinite strike of 6th May was made before Six Months. Postal JCA leaders created illusion among the postal employees that all the Central Government unions i.e. Railway, Defence, income tax etc are going to participate in the indefinite strike for the cause of GDS employees i.e. inclusion of GDS in the terms of reference of 7th Central Pay Commission.

It is known fact that the Department of Expenditure denied the GDS inclusion in the month of November, 2014. While postal JCA kept quiet on this issue AIGDSU conducted series of heroic struggles including indefinite strikes in Feb, 2014 and March, 2015. Postal JCA tried to dilute and divert AIGDSU agitations supporting the administration.  

Once again in the month of April, 2015 Department of expenditure denied the GDS inclusion in 7th CPC. Then also no action has been taken by PJCA.

The Dept. of posts convened meeting with postal JCA leaders to discuss the Charter of demands on 05.02.2015. After the meeting, the postal JCA leaders expressed strong dissatisfaction about the replies given by the Department and decided to go on indefinite strike. After the strike notice issued by postal JCA, Again the Dept. convened the meeting with postal JCA leaders on 30.04.2015 and same replies were given without changing comma, full stop. There is no development and no changing in the attitude of the Department towards the Charter of demands. Surprisingly the postal JCA deferred the indefinite strike. What a pity!  ........

Most important demands i.e. grant merger of 100% D.A with Pay w.e.f. 01.01.2014, grant of 25% Pay as interim Relief (IR) w.e.f. 01.01.2014 were totally rejected. But PJCA ran away from the battle field before beginning the battle surrendering the postal trade union movement at the feet of administration.  

We came to know that PJCA agreed to act as per the aspirations of Dept. to prevent appointment of Judicial Committee as demanded by AIGDSU. Because of that hidden agenda PJCA requested the Department to refer the GDS issue to Department of expenditure third time.

It is also known fact that the PJCA repeatedly propagated about the participation of Railway, Defence etc unions in 6th May strike to cheat the postal employees particularly GDS employees. AIGDSU obviously told this from the beginning. It proved now..............

It is also a naked fact that the Last ‘Officer’s Committee of Sri.Natarajamurty could not address the GDS long pending problems as well as their service conditions with judicial view which necessitated the Department for appointing a subsequent ‘Officer’s Committee’. Yet, the GDS who are considered as Back Bone for Department’s survival could not get any legitimate justice. Hence, annoyed by the adverse recommendations of the said ‘Officer’s Committee ‘the frustrated GDS resorted to conduct so many agitational programmes for getting their due justice. =mahadevaia"s words in his recent letter addressed to the department

  4. The Cadre Restructuring for Group -C Employees has been signed by the Ministry and forwarded to DOPT for Final Approval on 13.05.2015.

    It is expected that the proposal would be approved by DOPT after various formality checks and clearance from Department of Expenditure of Ministry of Finance.


    The Salient features of the agreement are as follows :


    1. Number of LSG posts will increase from 8 % to 22 %

    2. Number of HSG II posts will increase from 2 % to 12 %

    3. Number of HSG I posts will increase from 1.5 % to 4 %

    4. After completion of 2 years in HSG I the official will be

    promoted to 4800 GP (Non-functional Basis)

    5. The above proposal will be applicable to RMS, Circle

    Office and SBCO in the same ratio

    6. Postman/Mail guard will get the same ratio of

    promotion.

    1. The Post of SPM in Single and Double Handed Post offices will be placed under 2800/- Grade Pay ie All LSG and I MACP officials would man the offices.

    2. The Post of SPM in Triple Handed and LSG Post offices will be placed under 4200/- Grade Pay ie All present HSG II / MACP II officials would man the offices and Posts.

    3. The Post of HSG I and HSG II would be merged and placed under Grade Pay of 4600/- and be granted 4800/- on non functional basis after 4 Years.

    4. The Post of Existing Postmaster Cadre officials will be modified in light of the same on approval of the Cadre Restructuring...

    The Present Postmaster Grade -I Offices are likely to be placed under the Grade Pay of 4200/-
    The Grade I Posts are likely to get ungraded to Grade II , creating wide opportunity for the Postmaster Cadre Official to get promoted to Grade II and Placed within the same division.
    The Present Grade II offices are likely to be placed under 4600/- Grade Pay creating more number of offices for HSG I and II officials.
    The Norms of the Postmaster Grade III Offices would be modified so as to identify 1/3rd of the merged HSG I and II for Postmaster Grade III.
