Staff Selection Commission has notified the Combined Higher Secondary Level (10+2) Examination, 2015. The Staff Selection Commission will hold an examination for Recruitment of Postal Assistants/Sorting Assistants, Data Entry Operators and Lower Divisional Clerks on Sundays 01.11.2015, 15.11.2015 and 22.11.2015. Educational Qualification ( As on 01.08.2015)

* Must have passed 12th Standard or equivalent examination from a recognized Board or University.

* Candidates who have not acquired but will acquire the educational qualification and acquire documentary evidence from the Board/University in support thereof as on 01.08.2015 will also be eligible.

Age Limit: 18-27 years as on 01.08.2015 (Candidates born not before 02-08-1988 and not later than 01-08-1997.) .Age relaxation as applicable for different categories.

How to apply:

Applications must be submitted only in the prescribed format (Annexure-I) On-line or by Post. Detailed instructions as in Annexure - II A or Annexure - II B, may be referred to for postal applications and on-line applications respectively.

Payment of application fee is exempted for all women candidates and candidates belonging to Scheduled Caste, Scheduled Tribe, Physically Handicapped and

** For Paper or Off-Line Applications: Candidates should pay the fee by means of Central Recruitment Fee Stamps (CRFS) only.

** The candidates submitting application form online (computer based) should pay the fee of Rs 100 (Rupees one hundred only) by means of SBI Challan or Online payment through Net banking or any credit/debit cards only.

Scheme of Examination:

The examination will consist of a Written Examination and Skill Test for the post of Data Entry Operator and Written Test and Typing Test for the post of Postal

Assistant & Sorting Assistant (PA/SA) and Lower Division Clerk on Computer.

Written examination (Objective type):

Part I: General Intelligence (50 questions) - 50 Marks

Part II: English Language (Basic Knowledge) ( 50 questions ) - 50 Marks

Part III: Quantitative Aptitude (Basic Arithmetic Skill) (50 questions) - 50 Marks

Part IV: General Awareness (50 questions) - 50 Marks

Total: 200 Marks

Total Duration /Timing: 2 Hours (10.00 A.M. to 12.00 Noon) or (2:00 PM to 4:00 PM)

Note: The proposal for online examination is under consideration of the Government of India and if approved examination may be held on-line.

There will be negative marking of 0.25 marks for each wrong answer.

பக்கத்துத் தெருவில் புதிதாகக் காய்கறிக் கடை வந்தது. சும்மா சொல்லக் கூடாது. கண்ணைப் பறிக்கும் நிறங்களில் அவர் காய்கறிகளைக் காட்சிப்படுத்தியதில் ஏற்கெனவே இருந்த காய்கறியாளர்கள் வாடியும், வதங்கியும் போனார்கள். ஆப்பிரிக்கா,நேபாள நாடுகளின் மாணவிகள்கூட அங்கே வந்து தங்கள் நிலத்தின் காய்கறிகளைக் கொய்தார்கள்.

காய்கறிக் கடைக்காரர்

நல்லபடியாகத்தான் போய்க்கொண்டிருந்தது. இடையில் கடை மெல்ல அழகை இழந்தது. தக்காளி கேட்டால்கூட “ இல்லீங்களே...”; வெங்காயம்? “பக்கத்துக் கடைல இன்னிக்கு ஒரு நாளைக்கு வாங்கி அட்ஜஸ்ட் பண்ணிக்குங்க சார்.....” பக்கத்துக் கடைக்குச் செல்கிறவர் வெங்காயம் மட்டுமா வாங்கிப் போவார்...?

கடை இன்னும் இருக்கிறது. ஆனால், கூட்டம் மெல்லக் குறைந்து, இறுதிநாள் நோயாளி போல் “அமாவாசை தாண்டுமா...?” என்றிருக்கிறது. தாண்டிச்செல்லும் தனது வாடிக்கையாளர்களைக் குழப்பத்துடன் வெயில் முகத்திலடிக்க, பார்த்துக் கொண்டிருக்கிறார்-- “முன்னாள் காய்கறிக் கடைக்காரர்” என்ற பெயரை விரைவில் சூட இருப்பவர்.

கொஞ்சம் மனசு வச்சா?

நிறையப் பெற்றோர்கள் தங்கள் குழந்தைகளைப் பற்றி அடுத்தவர் கேட்கிறாரா, இல்லையா என்ற கவலை எதுவுமின்றிப் பிரச்சாரம் செய்வார்கள். குறிப்பாக, பள்ளிக்கூடங்களில் பெற்றோர் - ஆசிரியர் சந்திப்புக்குச் செல்லும் பெற்றோர்கள் தங்கள் குழந்தைகளைப் பற்றிய பி.எச்.டி. அறிக்கையையே ஒப்படைப்பார்கள்.

அதிலும், இந்த அம்மாக்களின் ஆய்வுக் குறிப்புகளைத் தாங்க முடியாது. அதில் இடம்பெறும் முக்கியமான வாசகம் “டக்குன்னு புரிஞ்சுக்கறான்... கொஞ்ச நேரம்தான் படிக்கிறான்.. அதுலயே இவ்வளவு மார்க் வாங்கிர்றான். இன்னும் கொஞ்சம் மனசு வச்சு படிச்சாம்னா...,”

குறைந்த நேரப் படிப்பிலேயே அம்மாக்களை அசத்துகிறவர்களால் தொடர்ந்து ஏன் புல்லரிப்பை நிகழ்த்த முடியவில்லை ?

இரண்டு பிரச்சினையும் வெவ்வேறு விதமாகத் தோன்றினாலும் அவற்றின் பிறப்பு ரகசியம் ஒன்றுதான்.

அட்டகாச ஆரம்பம்

காய்கறியாளரின் முயற்சியிலும், ஆர்வத்திலும் குறை சொல்லவே முடியாது. அட்டகாசமாகவே தொடங்கி யிருக்கிறார். பின் தப்பு நடந்தது எங்கே என்றால், அவர் தொடர்ந்து முயலவில்லை. அதுதான் பிரச்னை..!

ஆரம்பநாட்களில் முயன்றால் போதுமா...? பின் அதுவாகவே தன்னை நகர்த்திக் கொண்டு போகும் என்று எப்படி எதிர்பார்க்க முடியும்...?

தன்னிடம் வரும் வாடிக்கை யாளரைத் திருப்தி செய்யத் தொடர்ந்து முயற்சி செய்தால்தானே, அவர் களத்தில் நிற்க முடியும்? தினமும் எது தேவை? தனது பகுதியில் எது நன்றாகப் போகும் என்று கணித்து அதை வாங்கி வைக்க வேண்டும். இப்படி எதையும் செய்யாமல் கறிவேப்பிலைகூட இல்லாமல் உட்கார்ந்திருந்து “காலைல மார்க்கெட்டுக்கு லேட்டா போனேங்க்கா... அங்க வித்து போச்சு...” என்றால் “தனியே...தன்னந்தனியே... நான் காத்துக் காத்து இருந்தேன்” என்று பாட வேண்டியதுதான்.

மாணவச் செல்வங்கள் ஆடிக்கும், அமாவாசைக்கும் மட்டும் படித்தால் “அவனுக்கு இருக்கும் அறிவுக்கு எங்கேயோ போயிருக்கணும் சார்...” என்று தாயார்களின் புகழுரையைக் கேட்டுக் காலம் தள்ள வேண்டியதுதான்.

தொடர்ச்சி

வெற்றி பெற முயற்சி மட்டும் போதாது. அம்முயற்சிகளில் தொடர்ச்சித் தன்மை (consistency) தேவை.

கிரிக்கெட் தெரிந்த யார் வேண்டுமென்றாலும் ஒரு ஓவருக்கு பேட் செய்ய முடியும். ஆனால், கிரிக்கெட் என்பது ஒரு ஓவர் மட்டும் விளையாடுவது அல்ல. மேட்ச் என்றால் பகல் முழுவதும் நின்று ஆடுகிற உடல், மன வலிமைகளையும் வளர்த்துக் கொண்டால்தான் கிரிக்கெட் வீரராக முடியும். அதை விடுத்து “ஸ்டெயின் பால்லகூட நான் சிக்ஸ் அடிச்சேன்...” என்றால் மூளையின் ஆற்றலைச் சரிவரப் பயன்படுத்தாதவர்கள் வேண்டுமானால் சொல்லலாம். “அவனுக்கு இருக்கிற திறமைக்கு ...”

நம்மில் நிறையப் பேருக்கு அவ்வப்போது உடற்பயிற்சி ஆசை தாண்டவமாடும். அதற்கான ஷூக்கள்,ஆடைகள்; “காலை 6 மணியிலிருந்து 7 வரை நான் வாக்கிங் போயிருப்பேன். அப்ப ஃபோன் பண்ணாதீங்க” போன்ற செய்திகள், பயிற்சி முடித்து வந்த களைப்பைப் போக்கப் பிரத்தியேகப் பானங்கள்... ஒருநாள் நடந்துவிட்டுத் தொப்பையைப் பார்ப்பதென்ன, கண்ணாடியைப் பார்ப்பதென்ன ... என்று டீஸர், ட்ரெய்லர் எல்லாம் நன்றாகத்தான் இருக்கும்.

தெரிந்தவர்களைக் கேலி செய்வேன். “எப்போதும் முதல்நாள் உடற்பயிற்சியைவிட இரண்டாவது நாள் எளிமையாகத்தான் இருக்கும்.”

“பழகிரும்னு சொல்ல வர்றீங்களா..?”

“அது இல்லை...இரண்டாவது நாள்தான் நாம செய்யவே போறதில்லையே!”

நிறையப் பேர் முயற்சி என்றாலேயே அதை லட்சியத்துடன் தொடர்புபடுத்தியே பார்க்கிறார்கள். ஆனால், அன்றாட வாழ்வை சிரமமின்றி நகர்த்திச் செல்ல உதவும் எளிய வேலைகளில்கூடத் தொடர்ச்சியானத் தன்மை இருந்தால்தான் வாழ்க்கை சுமுகமாக நகரும்.

எல்லோராலும் வெகு சுலபமாகவும், பிரமாதமாகவும் எதை வேண்டுமானாலும் தொடங்க முடியும். நிறையப் பேர் தொடங்குவதே போதுமானது என்றும் தவறாக நினைத்து விடுகிறார்கள். அது திறமையே அல்ல. அது “ஆர்வக்கோளாறு” என்ற பிரிவிலேயே இடம் பெறும். .

தொடர்ந்தால்தானே?

ஆர்வக்கோளாறுகள் பெட்ரோல் இன்றி வழியில் நிற்கும். “அப்ப எல்லாம் ரொம்ப கஷ்டம். இப்ப இருக்கிற மாதிரி ஈஸி கிடையாது”, “எனக்கு நேரம் இல்ல, வாய்ப்பு வரல...” போன்ற சாக்குப்போக்குகளைச் சொல்லிப் புலம்பும்.

ஊக்குவிப்பு முகாம் ஒன்றில் கேட்டேன் “இப்போது போர் எதுவும் நடைபெறவில்லைதான். இந்திய ராணுவம் இந்தச் சூழலில் என்ன செய்து கொண்டிருக்கும்..? தூங்கி, சாப்பிட்டு, டி.வி பார்த்து, அரட்டையடித்து...”

“போர்ப்பயிற்சியில் ஈடுபட்டுக் கொண்டிருக்கும்...”என்றார்கள்.

வானில் எதிரி விமானங்கள் பறக்கத் தொடங்கிவிட்ட பிறகு, நீங்கள் விடுமுறையில் சென்ற உங்கள் சிப்பாயை வரவழைக்கப் புறாக்களின் காலில் கடிதம் கட்டி அனுப்புவதும், ஆயுதங்களைத் தூசு தட்டி அவற்றின் கேட்லாக்கைப் படிக்கத் துவங்குவதுமாக இருந்தால்,போரின் முடிவைச் சொல்ல வேண்டியதில்லை.

தொடர்ந்து பயிற்சி எடுக்கிறார்கள். தொடர் முயற்சிகளில் இருக்கிறார்கள். எனவேதான் அவர்கள் வீரர்களாகிறார்கள்... வாழ்க்கை என்பதும் போர்க்களம்தானே? சுவாசங்கள் தொடர்ந்தால்தானே வாழ்க்கை...?

N.S. என்னும் உழைப்பாளி ! அவர் பணி சிறக்கட்டும் !

தமிழகத்தை சேர்ந்த தோழர். N.S. என்னும் N. சுப்ரமணியன் அப்பழுக்கற்ற சிறந்த தொழிற்சங்க வாதி. தற்போது நம்முடைய அகில இந்திய சங்கத்தின் பொதுச் செயலாளராக பணியாற்றி வருகிறார். தம்ழகத்தின் பெயரை இந்தியா முழுவதும் நிலை நாட்டி வருகிறார். அவர் அடிமட்ட தோழர்கள் வரை எந்த வித பாகுபாடும் பார்க்காமல் பழகக் கூடியவர் .. எந்தவித அணி வித்தியாசமும் பார்க்காமல் எல்லோருடனும் இன் முகத்துடன் பழகக் கூடிய நல்ல நண்பர். எந்த கோட்டத்திலிருந்து பிரச்சினை கொடுத்தாலும் அதை எந்த வித தயக்கமும் இன்றி உடனே மேல் மட்டம் வரை எடுக்கக் கூடிய தொழிற்சங்க உணர்வுள்ள தோழர். அனைத்து தலைவர்கள் மீதும் அன்பும் மாறாத மரியாதையும் வைத்து பழகக் கூடியவர். மாபெரும் தலைவர்கள் பிரேம், NCA வுக்கு பிறகு தமிழகத்தின் தலைவர்கள் K.R., KVS போன்ற சிறப்பு மிக்க உழைப்பாளிகளுக்கு அகில இந்திய பொறுப்புகளில் பணியாற்ற வாய்ப்பு கிடைத்தது . 

அவர்கள் காலத்தில் சிறப்பாக பணியாற்றி தமிழகத்தின் பெயரை நிலை நாட்டினார்கள். அவர்களுக்குப் பிறகு தற்போது அகில இந்திய தலைமைக்கு தமிழகத்திற்கு மீண்டும் ஒரு வாய்ப்பு உருவாகியுள்ளது. நிச்சயம் தமிழகத்தின் K.R., KVS போன்ற மூத்த தலைவர்கள் அவரை தலைமைப் பொறுப்பில் அமர்த்திட முயற்சி மேற்கொள்வார்கள். நாமும் நம் பங்கிற்கு தமிழகத்திலிருந்து அவருக்கு நம்முடைய ஆதரவான ஒன்று பட்ட நிலையை எடுத்திடுவோம். இதில் NCA பேரவை, NCA எழுச்சி பாசறை , KG போஸ் அணி என்று யாரும் அணி வித்தியாசம் பார்க்காமல் நம் தமிழகத்திற்கு தற்போது கிடைக்கும் நல்ல வாய்ப்பை பயன்படுத்திக் கொள்வோம். நாம் அனைவரும் ஒன்றாக ஒரே குரலில் அவருக்கு நம் அன்பினை , ஆதரவினை வெளிப்படுத்திடுவோம். 

  

ஜூவலமுகியில் நடைப்பெற்ற அகில இந்திய மாநாட்டில் அஞ்சாநெஞ்சன் N.பாலசுப்ரமணியன் அவர்கள் தனக்கு கிடைத்த அரிய வாய்ப்பினை பயன்படுத்தி அன்றைய தமிழ் மாநில செயலராக இருந்த KVS அவர்களை அகில இந்திய பொது செயலராக தேர்ந்தெடுத்து அழகு பார்த்தார். 

அனால் இன்றோ அதைவிட கடந்த ஓர் வருடமாக அகில இந்திய பொது செயலராக பணியாற்றி வரும் தமிழகத்தை சேர்ந்த தோழர். N.S. என்னும் N. சுப்ரமணியன் அவர்கள் பொது செயலராக நாம் அனைவரும் ஒன்று திரண்டு தோழர். N.S அவர்களை அகில இந்திய பொது செயலராக தேர்ந்தெடுப்போம். அனைத்து மூத்த தலைவர்களின் ஆசியுடன் இது நிறைவேறட்டும் ! தலைவர்களை வேண்டுகிறோம் !

Cadre Restructuring Proposal for Group -C Cleared by MOC & IT

      The Cadre Restructuring for Group -C Employees has been signed by the Ministry and forwarded to DOPT for Final Approval on 13.05.2015.

       It is expected that the proposal would be approved by DOPT after various formality checks and clearance from Department of Expenditure of Ministry of Finance.

      

The Salient features of the agreement are as follows :

1. Number of LSG posts will increase from 8 % to 22 %

2. Number of HSG II  posts will increase from 2 % to 12 %

3. Number of HSG I  posts will increase from 1.5 % to 4 %

4. After completion of 2 years in HSG I the official will be 

promoted to 4800 GP (Non-functional Basis)

5. The above proposal will be applicable to RMS, Circle 

Office and SBCO in the same ratio

6. Postman/Mail guard will get the same ratio of 

promotion.

1. The Post of SPM in Single and Double Handed Post offices will be placed under 2800/- Grade Pay ie All LSG and  I MACP officials would man the offices.

2. The Post of SPM in Triple Handed and LSG Post offices will be placed under 4200/- Grade Pay ie All present HSG II / MACP II officials would man the offices and Posts.

3. The Post of HSG I and HSG II would be merged and placed under Grade Pay of 4600/- and be granted 4800/- on non functional basis after 4 Years.

4. The Post of Existing Postmaster Cadre officials will be modified in light of the same on approval of the Cadre Restructuring...

        The Present Postmaster Grade -I Offices are likely to be placed under the Grade Pay of 4200/- 
        The Grade I Posts are likely to  get ungraded to Grade II , creating wide opportunity for the Postmaster Cadre Official to get promoted to Grade II and Placed within the same division.
        The Present Grade II offices are likely to be placed under 4600/- Grade Pay creating more number of offices for HSG I and II officials.
        The Norms of the Postmaster Grade III Offices would be modified so as to identify 1/3rd of the merged HSG I and II  for Postmaster Grade III.

BOTH DEPARTMENTAL AND GDS EMPLOYEES ARE BEING CHEATED ONCE AGAIN BY POSTAL JCA (NFPE-FNPO) AS USUAL.

THIS IS THE FIFTH TIME POSTAL JCA WITHDREW THE STRIKE WITHOUT SINGLE ACHIEVEMENT  .................

POSTAL JCA PLAYED CHEAP TRICKS BY REQUESTING THE DEPARTMENT TO REFER GDS ISSUE THIRD TIME TO DEPARTMENT OF EXPENDITURE TO PREVENT APPOINTMENT OF JUDICIAL COMMITTEE.

History repeats. Postal JCA deferred the proposed indefinite strike of 6th May, 2015 without any achievement by cheating both the departmental and GDS employees once again.

The announcement of indefinite strike of 6th May was made before Six Months. Postal JCA leaders created illusion among the postal employees that all the Central Government unions i.e. Railway, Defence, income tax etc are going to participate in the indefinite strike for the cause of GDS employees i.e. inclusion of GDS in the terms of reference of 7th Central Pay Commission.

It is known fact that the Department of Expenditure denied the GDS inclusion in the month of November, 2014. While postal JCA kept quiet on this issue AIGDSU conducted series of heroic struggles including indefinite strikes in Feb, 2014 and March, 2015. Postal JCA tried to dilute and divert AIGDSU agitations supporting the administration.  

Once again in the month of April, 2015 Department of expenditure denied the GDS inclusion in 7th CPC. Then also no action has been taken by PJCA.

The Dept. of posts convened meeting with postal JCA leaders to discuss the Charter of demands on 05.02.2015. After the meeting, the postal JCA leaders expressed strong dissatisfaction about the replies given by the Department and decided to go on indefinite strike. After the strike notice issued by postal JCA, Again the Dept. convened the meeting with postal JCA leaders on 30.04.2015 and same replies were given without changing comma, full stop. There is no development and no changing in the attitude of the Department towards the Charter of demands. Surprisingly the postal JCA deferred the indefinite strike. What a pity!  ........

Most important demands i.e. grant merger of 100% D.A with Pay w.e.f. 01.01.2014, grant of 25% Pay as interim Relief (IR) w.e.f. 01.01.2014 were totally rejected. But PJCA ran away from the battle field before beginning the battle surrendering the postal trade union movement at the feet of administration.  

We came to know that PJCA agreed to act as per the aspirations of Dept. to prevent appointment of Judicial Committee as demanded by AIGDSU. Because of that hidden agenda PJCA requested the Department to refer the GDS issue to Department of expenditure third time.

It is also known fact that the PJCA repeatedly propagated about the participation of Railway, Defence etc unions in 6th May strike to cheat the postal employees particularly GDS employees. AIGDSU obviously told this from the beginning. It proved now..............

Details of meeting with MoC 

Details of meeting held at Sanchar Bhawan on 05.05.2015 at 1300 hrs with Hon’Minister of Communications by Secretary Generals of NFPE & FNPO on behalf of Postal Joint Council of Action.

In continuation of the meeting by PJCA leaders consisting all General Secretaries and Secretary Generals of both Federations ( NFPE &FNPO) held with Chairman Postal Services Board , Member(HRD),  Member (O), Member(Tech) & other higher officers of Postal Directorate on 30.04.2015 at 1100 hrs on all the 26 Charter of demands, the PJCA had decided to insist a further meeting with Hon’ Minister of Communications in respect of the following three Major sectional demands pertaining to the Postal fraternity.

1. Corporatisation and  Privatisation of Postal Department as recommended by the TASK FORCE committee.

2. Inclusion of Gramin Dak Sevaks (GDS) in the terms of reference of 7th Central Pay Commission. Grant of Civil servant status to GDS and grant of all benefits of departmental employees on pro-rata basis without any discrimination.

3. Implementation of Cadre Restructuring in Postal, RMS, MMS and Postal Accounts as per the proposal signed with the JCM (DC) staff side.

The ground was under active preparation for indefinite strike w.e.f .06.05.2015.

  Secretary Generals of NFPE & FNPO on behalf of Postal Joint Council of Action were invited for meeting with Hon’Minister of Communications.

On 05.05.2015.at 1300 hrs both Secretary Generals met the Hon’ MoC and submitted a memorandum on GDS issues primarily for inclusion of GDS under the purview of 7th Central Pay Commission. As the Department of Posts assured the PJCA on 30.04.2015 that the proposal will be strongly recommended and referred to D/o Expenditure for reconsideration, the Hon’ MoC was requested to offer his good offices.

Hon’ Minister of Communications has assured that the GDS issues would be looked into with an open mind and he would try to his best.

The  Cadre Restructuring Proposal file is awaiting for the approval of Hon’ MoC and now even though he had some reservations, he agreed to pass it with positive recommendations. The Cadre Restructuring Proposal will shortly be forwarded to DoPT.

In respect of Task Force Committee recommendations, Hon’ MoC  has not given any assurance about future course of action. But he asserted that NO PRIVATISATION at present and there will be no reduction or structural change in the department.

The meeting with Hon’ MoC is hopeful.

Considering the reply given in the minutes by the Postal Directorate and assurance given by Hon’ MoC , the PJCA has decided to defer the proposed INDEFINITE STRIKE from 06.05.2015 .

Rumours are being spread over the country that strike is deferred.

Postal JCA has not taken any decision to defer the strike till this date.

Honourable Minister of Communication has called both the Secretary General (FNPO & NFPE) for discussion on 05/05/2015.

Based on the outcome of the meeting, the Postal JCA will take appropriate decsion on 05/05/2015(Evening).

Till such time it is requested to maintain tempo

FLASH NEWS --- Maintain the spirit and tempo unequivocally and campaign aggressively for the ensuing strike from 06.05.2015.

·       PJCA on firm stand in GDS Issues.

·       Directorate level talks led by DG Posts inconclusive.

·       NFPE and FNPO both federations along with their 
        GDS Unions are strongly and continuously insisting 
        the Government to include GDS wage study under 
         the purview of 7^th CPC.

·      Hon. Minister of Communications invited both 
       Secretary Generals (NFPE & FNPO) for discussion
        on 05.05.2015 (Tuesday) at 1 P.M.

·       PJCA requests the cadres to keep the ground ready. 
        Do not presume based on rumours.
