அவர்கள் காலத்தில் சிறப்பாக பணியாற்றி தமிழகத்தின் பெயரை நிலை நாட்டினார்கள். அவர்களுக்குப் பிறகு தற்போது அகில இந்திய தலைமைக்கு தமிழகத்திற்கு மீண்டும் ஒரு வாய்ப்பு உருவாகியுள்ளது. நிச்சயம் தமிழகத்தின் K.R., KVS போன்ற மூத்த தலைவர்கள் அவரை தலைமைப் பொறுப்பில் அமர்த்திட முயற்சி மேற்கொள்வார்கள். நாமும் நம் பங்கிற்கு தமிழகத்திலிருந்து அவருக்கு நம்முடைய ஆதரவான ஒன்று பட்ட நிலையை எடுத்திடுவோம். இதில் NCA பேரவை, NCA எழுச்சி பாசறை , KG போஸ் அணி என்று யாரும் அணி வித்தியாசம் பார்க்காமல் நம் தமிழகத்திற்கு தற்போது கிடைக்கும் நல்ல வாய்ப்பை பயன்படுத்திக் கொள்வோம். நாம் அனைவரும் ஒன்றாக ஒரே குரலில் அவருக்கு நம் அன்பினை , ஆதரவினை வெளிப்படுத்திடுவோம்.

அனால் இன்றோ அதைவிட கடந்த ஓர் வருடமாக அகில இந்திய பொது செயலராக பணியாற்றி வரும் தமிழகத்தை சேர்ந்த தோழர். N.S. என்னும் N. சுப்ரமணியன் அவர்கள் பொது செயலராக நாம் அனைவரும் ஒன்று திரண்டு தோழர். Cadre Restructuring Proposal for Group -C Cleared by MOC & IT

      The Cadre Restructuring for Group -C Employees has been signed by the Ministry and forwarded to DOPT for Final Approval on 13.05.2015.

       It is expected that the proposal would be approved by DOPT after various formality checks and clearance from Department of Expenditure of Ministry of Finance.

      

The Salient features of the agreement are as follows :

1. Number of LSG posts will increase from 8 % to 22 %

2. Number of HSG II  posts will increase from 2 % to 12 %

3. Number of HSG I  posts will increase from 1.5 % to 4 %

4. After completion of 2 years in HSG I the official will be 

promoted to 4800 GP (Non-functional Basis)

5. The above proposal will be applicable to RMS, Circle 

Office and SBCO in the same ratio

6. Postman/Mail guard will get the same ratio of 

promotion.

1. The Post of SPM in Single and Double Handed Post offices will be placed under 2800/- Grade Pay ie All LSG and  I MACP officials would man the offices.

2. The Post of SPM in Triple Handed and LSG Post offices will be placed under 4200/- Grade Pay ie All present HSG II / MACP II officials would man the offices and Posts.

3. The Post of HSG I and HSG II would be merged and placed under Grade Pay of 4600/- and be granted 4800/- on non functional basis after 4 Years.

4. The Post of Existing Postmaster Cadre officials will be modified in light of the same on approval of the Cadre Restructuring...

        The Present Postmaster Grade -I Offices are likely to be placed under the Grade Pay of 4200/- 
        The Grade I Posts are likely to  get ungraded to Grade II , creating wide opportunity for the Postmaster Cadre Official to get promoted to Grade II and Placed within the same division.
        The Present Grade II offices are likely to be placed under 4600/- Grade Pay creating more number of offices for HSG I and II officials.
        The Norms of the Postmaster Grade III Offices would be modified so as to identify 1/3rd of the merged HSG I and II  for Postmaster Grade III.

THIS IS THE FIFTH TIME POSTAL JCA WITHDREW THE STRIKE WITHOUT SINGLE ACHIEVEMENT  .................

POSTAL JCA PLAYED CHEAP TRICKS BY REQUESTING THE DEPARTMENT TO REFER GDS ISSUE THIRD TIME TO DEPARTMENT OF EXPENDITURE TO PREVENT APPOINTMENT OF JUDICIAL COMMITTEE.

Dear Comrades,

History repeats. Postal JCA deferred the proposed indefinite strike of 6th May, 2015 without any achievement by cheating both the departmental and GDS employees once again.

The announcement of indefinite strike of 6th May was made before Six Months. Postal JCA leaders created illusion among the postal employees that all the Central Government unions i.e. Railway, Defence, income tax etc are going to participate in the indefinite strike for the cause of GDS employees i.e. inclusion of GDS in the terms of reference of 7th Central Pay Commission.

It is known fact that the Department of Expenditure denied the GDS inclusion in the month of November, 2014. While postal JCA kept quiet on this issue AIGDSU conducted series of heroic struggles including indefinite strikes in Feb, 2014 and March, 2015. Postal JCA tried to dilute and divert AIGDSU agitations supporting the administration.  

Once again in the month of April, 2015 Department of expenditure denied the GDS inclusion in 7th CPC. Then also no action has been taken by PJCA.

The Dept. of posts convened meeting with postal JCA leaders to discuss the Charter of demands on 05.02.2015. After the meeting, the postal JCA leaders expressed strong dissatisfaction about the replies given by the Department and decided to go on indefinite strike. After the strike notice issued by postal JCA, Again the Dept. convened the meeting with postal JCA leaders on 30.04.2015 and same replies were given without changing comma, full stop. There is no development and no changing in the attitude of the Department towards the Charter of demands. Surprisingly the postal JCA deferred the indefinite strike. What a pity!  ........

Most important demands i.e. grant merger of 100% D.A with Pay w.e.f. 01.01.2014, grant of 25% Pay as interim Relief (IR) w.e.f. 01.01.2014 were totally rejected. But PJCA ran away from the battle field before beginning the battle surrendering the postal trade union movement at the feet of administration.  

We came to know that PJCA agreed to act as per the aspirations of Dept. to prevent appointment of Judicial Committee as demanded by AIGDSU. Because of that hidden agenda PJCA requested the Department to refer the GDS issue to Department of expenditure third time.

It is also known fact that the PJCA repeatedly propagated about the participation of Railway, Defence etc unions in 6th May strike to cheat the postal employees particularly GDS employees. AIGDSU obviously told this from the beginning. It proved now..............

Details of meeting with MoC 

Details of meeting held at Sanchar Bhawan on 05.05.2015 at 1300 hrs with Hon’Minister of Communications by Secretary Generals of NFPE & FNPO on behalf of Postal Joint Council of Action.

In continuation of the meeting by PJCA leaders consisting all General Secretaries and Secretary Generals of both Federations ( NFPE &FNPO) held with Chairman Postal Services Board , Member(HRD),  Member (O), Member(Tech) & other higher officers of Postal Directorate on 30.04.2015 at 1100 hrs on all the 26 Charter of demands, the PJCA had decided to insist a further meeting with Hon’ Minister of Communications in respect of the following three Major sectional demands pertaining to the Postal fraternity.

1. Corporatisation and  Privatisation of Postal Department as recommended by the TASK FORCE committee.

2. Inclusion of Gramin Dak Sevaks (GDS) in the terms of reference of 7th Central Pay Commission. Grant of Civil servant status to GDS and grant of all benefits of departmental employees on pro-rata basis without any discrimination.

3. Implementation of Cadre Restructuring in Postal, RMS, MMS and Postal Accounts as per the proposal signed with the JCM (DC) staff side.

The ground was under active preparation for indefinite strike w.e.f .06.05.2015.

  Secretary Generals of NFPE & FNPO on behalf of Postal Joint Council of Action were invited for meeting with Hon’Minister of Communications.

On 05.05.2015.at 1300 hrs both Secretary Generals met the Hon’ MoC and submitted a memorandum on GDS issues primarily for inclusion of GDS under the purview of 7th Central Pay Commission. As the Department of Posts assured the PJCA on 30.04.2015 that the proposal will be strongly recommended and referred to D/o Expenditure for reconsideration, the Hon’ MoC was requested to offer his good offices.

Hon’ Minister of Communications has assured that the GDS issues would be looked into with an open mind and he would try to his best.

The  Cadre Restructuring Proposal file is awaiting for the approval of Hon’ MoC and now even though he had some reservations, he agreed to pass it with positive recommendations. The Cadre Restructuring Proposal will shortly be forwarded to DoPT.

In respect of Task Force Committee recommendations, Hon’ MoC  has not given any assurance about future course of action. But he asserted that NO PRIVATISATION at present and there will be no reduction or structural change in the department.

The meeting with Hon’ MoC is hopeful.

Considering the reply given in the minutes by the Postal Directorate and assurance given by Hon’ MoC , the PJCA has decided to defer the proposed INDEFINITE STRIKE from 06.05.2015 .

Indefinite strike from November 23

Central Government employees, who are planning a demonstration near Parliament on Tuesday demanding scrapping the New Pension Scheme and raising the bonus limit, have decided to go on an indefinite strike from November 23 if their demands are not met.

“If the demands are not met, then the joint action committee has decided to go for an indefinite strike from November 23. The strike will include the railways, postal and other departments as well,” Shivagopal Mishra, convener of the joint action committee, told BusinessLine.

They also demand redressal of pending anomalies in the Sixth Central Pay Commission, interim relief, scrapping foreign direct investment and public private partnership schemes, filling of vacancies, and amendments in labour laws, among others, according to a release.

The India Railway Men’s Federation, National Federation of Indian Railwaymen, All India Defence Employees Federation, National Federation of Postal Employees Federation, and Confederation of Central Government Employees will take part in the demonstration, said Mishra said.

கோரிக்கைகள்

1. அஞ்சல் இலாக்கா சேவையை CORPORATION  மற்றும் தனியார் மயமாக்காதே !

2.  GDS ஊழியர்களை ஏழாவது ஊதியக் குழுவின் வரம்புக்குள் கொண்டுவந்து அவர்களுக்கு அரசு ஊழியர் அந்தஸ்து வழங்கு. அரசு ஊழியர்களுக்கு உண்டான அனைத்து சலுகைகளையும்மற்றும் விகிதாசார அடிப்படையில் ஊதியமும் எந்த வித பாகுபாடும் இன்றி வழங்கு.

3.காசுவல், பகுதி நேர, CONTINGENT ஊழியர்களை பணி நிரந்தரம் செய். அதற்கான வரம்பு காலத்தை நீக்கு.

4. 01.01.2014  முதல் GDS ஊழியர் உள்ளிட்ட அனைத்து ஊழியர்களுக்கும், 100 % பஞ்சப்படியை அடிப்படை ஊதியத்துடன் இணைத்து எல்லா வித பயன்களையும் அதன் மீது வழங்கி விடு .

5. 01.01.2014 முதல் 25%  அடிப்படை ஊதியத்தை GDS உள்ளிட்ட அனைத்து ஊழியர்களுக்கும் இடைக்கால நிவாரணமாக வழங்கி விடு.

6. புதிய பென்ஷன் திட்டத்தை ரத்து செய். 01.01.2004  க்குப் பின்னர் பணியில் அமர்ந்த ஊழியர்களுக்கும்  அதற்கு முன்னர் உள்ளதுபோல சட்டபூர்வமான பாதுகாக்கப்பட்ட பென்ஷன் வழங்கி விடு.

7. கருணை அடிப்படையிலான பணி நியமனங்களில் உள்ள 5% கட்டுப்பாட்டை நீக்கு. பணியில் இறந்த அனைத்து ஊழியர்களின் வாரிசுகளுக்கும் வேலை கொடு. GDS ஊழியர்களுக்கு உள்ள குறைந்த பட்ச 50% புள்ளிகள் என்ற உத்திரவை உடனே நீக்கு .

8.  MMS, GDS உள்ளிட்ட அனைத்து பகுதிகளிலும் உள்ள காலியிடங்களை , நேரடி நியமனம், இலாக்கா பணிமூப்பு பதவி உயர்வு ,  தேர்வு முறை பதவி உயர்வு என்று எல்லா வழிகளிலும் தாமதமின்றி நிரப்பு. காலாவதியான MMS வாகனங்களை மாற்றி புதிய வாகனங்களை வழங்கு .

9.  JCM இலாக்கா குழு ஊழியர் தரப்புக்கு அளித்த உடன்பாட்டின்படி கேடர் சீரமைப்புத் திட்டத்தை அஞ்சல் , RMS, MMS, கணக்குப் பிரிவு உள்ளிட்ட அனைத்து பகுதிகளிலும் உடனே அமல் படுத்து.

10. POSTMASTER GRADE ஊழியர்களுக்கு உண்டான பிரச்சினை தீர்த்து வை. IP, GR. B தேர்வு எழுதிட அனுமதி. பதவி உயர்வில் உள்ள சேவைக்கால இடைவெளியை  GENERAL LINE ஊழியர்களுக்கு உள்ளது போல , அதற்கு சமமான பதவி உயர்வுகளில் வழங்கி விடு. அனைத்து   PSS GR. B, PM GRADE III, PM GRADE II  காலிடங்களையும்  நிரப்பிடு.  அதற்கு உண்டான தகுதி அடிப்படை பூர்த்தியாகாவிட்டால் அனைத்து காலியிடங்களையும் ADHOC PROMOTION அடிப்படையில் நிரப்பி விடு. POSTMASTER CADREக்கு ஒதுக்கப் பட்ட அனைத்து SENIOR POSTMASTER/CHIEF POSTMASTER பதவிகளையும் POSTMASTER CADRE ஊழியர்களைக் கொண்டு நிரப்பிடு . இதற்கான CIRCLE GRADATION LIST வெளியிடு.

11. SYSTEM ADMINISTRATOR களுக்கு முழுமையான   ROAD MILEAGE ALLOWANCE வழங்கி விடு. அவர்களின் பணித்தன்மை மற்றும் பணி நேரத்தை வரையறை செய்.  SYSTEM ADMINISTRATOR களுக்கு தனியான கேடர் உருவாக்கு.

12. நிர்வாக மற்றும் RMS அலுவலகங்களில் உள்ளது போல  அஞ்சல் பகுதி காசாளர்களுக்கு CASH HANDLING ALLOWANCE வழங்கி விடு.

13.  PO & RMS ACCOUNTANT களுக்கு வழங்கப்படும் SPECIAL ALLOWANCEஐ பதவி உயர்வுக்கான ஊதிய நிர்ணயக் கணக்கீட்டிற்கு எடுத்துக் கொள்.

14.    I.T. MODERNISATION PROJECT செயல்படுத்துவதில் உள்ள அனைத்து பிரச்சினைகளையும் உடனே தீர்த்து வை. உதாரணம் :   COMPUTERISATION, CORE BANKING SOLUTION, CORE  INSURANCE SOLUTION ETC.காலாவதியான கணினி, PRINTER உள்ளிட்ட கணினி பயன்பாட்டு சாதனங்களை புதிதாக உடனே மாற்றி வழங்கு. NETWORK மற்றும் BANDWIDTH அளவுகளை உயர்த்து. ஊழியர் விடுப்பு நாட்களில் மாற்று ஊழியருக்கு உண்டான USER CREDENTIAL  பிரச்சினைகளை தீர்த்து வை.  CBS, CIS செயல்பாட்டில் உள்ள குளறுபடிகளை முழுமையாக களைந்திடாமல் அவசர கதியில்  MIGRATION செய்து, சேவைக் குறைபாட்டை ஏற்படுத்தி  பொது மக்கள் பார்வையில்  இலாக்கா பெயரை அசிங்கப் படுத்தாதே. CBS, CIS திட்ட அமலாக்கத்தில்  ஊழியர்களுக்கு திட்டத்தை சிறப்பாக செயல்படுத்திட எல்லா உதவிகளையும் வழங்கு. SERVICE PROVIDER களை கட்டுப் படுத்தாமல் ஊழியர்களை கொடுமைப் படுத்தாதே. HEAD POSTMASTER களுக்கு உயர் நிதி செலவீட்டு அதிகாரத்தை வழங்கு.

15.  மாதாந்திரப் பேட்டிகள், இரு மாத, நான்கு மாத பேட்டிகள், JCM கூட்டங்கள், WELFARE BOARD, SPORTS BOARD MEETING ஆகியவற்றை முறையான கால அளவீட்டில் நடத்து. இதற்குண்டான உறுப்பினர்களை அங்கீகரிப்பட்ட சங்கங்களின்  பிரதிநிதிகளைக் கொண்டு உடன் நிரப்பு .

16. GDS ஊழியர்களுக்கு முழுமையான ஊதியப்பாதுகாப்பு (FULL PROTECTION OF TRCA) வழங்கி விடு. ஊதியக் குறைப்பு செய்யாதே. MEDICAL REIMBURSEMENT திட்டத்தை GDS ஊழியர்களுக்கும் அமல்படுத்து. CASH HANDLING NORMS மாற்றி அமை.

17. அனைத்து   C.O.,  R.O.,   DPLI OFFICE, KOLKATA   அலுவலகங்களும் CORE INSURANCE SOLUTION க்கு  CIRCLE PROCESSING CENTRE  ஆக பணி செய்ய உத்திரவு வழங்கு.  PLI/ RPLI சேவையை மேம்படுத்து.  615  எழுத்தர் பதவிகளை  C.O. PLI    மற்றும் APS PLI CELL பகுதியில் இருந்து DIVERSION செய்ய வழங்கப் பட்ட உத்திரவை ரத்து செய். நிர்வாக அலுவலகங்களில் உள்ள ஊழியர்களை DECENTRALISATION பெயரால் கொடுமைக்கு ஆளாக்காதே.

18.  இலாக்கா கட்டிடங்கள், ஊழியர் குடியிருப்புகள், RMS ஒய்வு இடங்கள் போன்றவற்றை  புதிதாக கட்டுவதற்கும், பழுது  பார்ப்பதற்கும், பராமரிப்பு பணிகள் செய்வதற்கும் உரிய நிதி உடனே வழங்கு.

19. தபால்காரர் மற்றும் MTS காலிப் பணியிடங்கள் அனைத்திலும் SUBSTITUTE ARRANGEMENT வழங்கு. GDS பதிலி இல்லாத இடங்களில் காலியிடங்களில் பணிபுரிய OUTSIDER களை அனுமதி.

20.  DOOR TO DOOR DELIVERY முறையில் தபால்காரர் பணி நேரத்தை கணக்கிடு. 22.05.1979 இல் வெளியிடப்பட்ட பழைய கணக்கீட்டு உத்திரவை  மாற்றி அமை.

21.      L  1  அலுவலகங்களின் எண்ணிக்கையை அதிகப்படுத்து.

22.  SB  BRANCH பணிகளை  SBCO விடம் திணிக்காதே.  SBCO  ஊழியர்களுக்கு APAR வழங்கும் பணியை AO (SBCO) விடம் அளி.

23. குறித்த காலத்தில் தரமான சீருடை, காலணி மற்றும் குடை வழங்கு. இதில் உள்ள பழைய அளவீட்டு முறையை மாற்று.

24. GM FINANCE,CHENNAI யின் ஊழியர்களை பழி வாங்கும் போக்கை தடுத்து நிறுத்து. நூற்றுக்கணக்கான கணக்குப் பிரிவு ஊழியர்களுக்கு வழங்கப் பட்ட தண்டனையை ரத்து செய்.

25. 2012 இல் நடைபெற்ற  JAO POSTAL  PART II தேர்வின் மதிப்பெண்களை SC/ST ஊழியர்களுக்கு மறு பரிசீலனை செய்.

26. POSTMAN/MG/ MTS RECRUITMENT RULES மாற்றி அமை. வெளியார் தேர்வு முறையை ரத்து செய்.  முன்பிருந்தது போல பணி மூப்பு அடிப்படை  பதவி உயர்வு முறையை திரும்ப அமை.
