Government is doing so many things like granting Child Care Leave to encourage Women employees to continue in Service.
Why not the Union leaders request for On line counselling for Rule 38 transfer, before newly recruited PAs are allotted to Divisions. The officials may be relieved on joining of new PAs.
This will solve problems of many employees.
